Fix for GeneVectorIndividual - Setter for GenomeLength - Filling "genome" should have been filling "newGenome" when the new length is greater than the old length.

Bug Report filed with ECJ team.

NOTE: If you encounter initial build errors, simply build again. The errors are probably thrown because Visual Studio Multi-Core optimization is enabled.
